Election of Directors
There are currently 4 directors from each region on the board of directors of the ND EMS
Association. The directors are elected at the regional conferences and the term is for two years.
Each region will elect 2 directors every year. Here is what is expected of a NDEMSA Director, if
you know someone who would be willing to help accomplish our vision and goals please attend and
nominate them at the regional conferences.
Directors' Roles & Responsibilities:
- Must be a nationally registered Emergency Medical Technician or state certified Emergency Care Technician (ECT).
- Must be an active member of our organization.
- Must be a member of a North Dakota licensed ambulance service, or an EMS organization recognized by the state of North Dakota.
- A director must be elected by the region in which he or she resides. That term shall last
for two years. A director may be appointed for the unexpired term of a director who has
resigned or left that office. This individual must then be re-elected at the end of that term.
- Each director serves with three other elected directors in each of the four regions. Each
region will elect from its directors, a president, vice-president, and secretary to serve
one-year terms.
- Each region should operate as a regional entity addressing issues of local concern while
working with the state organization with a common goal of improving EMS in North Dakota.
Strong coordination is imperative to making EMS strong in our state. The president of each
region will call meetings together as needed. This may be done in person or by conference call.
- Each director should have a designated number of EMS services to represent. A minimum of
annual visits should be conducted with each of these services. Directors should also
conduct visits to: industrial sites, paid services, fire services, quick response units
and rescue squads.
- During the annual squad visitation the director should bring the service up to date
information pertaining to EMS issues on a regional, state or national level. This might
include such things as: legislation, policy changes, training issues, conference issues
and others. The directors must also listen and ask questions during each visitation so
that we can better serve our membership.
- At the end of each visit, a “squad visitation” form must be completed and returned to the
vice-president of the state association.
- All regional directors must meet each quarter with the executive board at a pre-determined
site. Missing these meetings will hinder your ability to help the people you represent.
- Any director who misses two consecutive board meetings without a proxy put in place will
be subjected to removal from the board. It is the responsibility of the person holding the
proxy to see that all materials and information from the meeting gets to the person who
sent the proxy.
- Robert’s Rules of Order will be used conduct business during our organizational meetings.
- Each region will offer at least one mini-conferences per year for the purpose of providing
continuing education for our membership. Directors should be encouraging squads to host
or help coordinate a mini-conference. In order to conduct a successful mini-conference,
your direct input is necessary. Squads should not be planning an association
mini-conference without our input and direction.
- Any bill, receipt or money collected from membership dues or mini-conference fees must be
turned over to the treasurer within five working days. Any funds sent through the mail or
delivery system must be sent “return receipt requested”, or insured for the amount sent. An
association voucher must be filled out correctly and sent to the treasurer along with the
money, bills and receipts. Do not hold up sending the money while waiting for bills.
- Each director will be appointed to a minimum of one committee within our
organization. He or she is expected to give ample attention to committee work when called
upon. Most committee decisions will be brought before the board for approval before they
are placed into policy unless otherwise directed by the board.
- Some committee’s will need assistance from all board members to complete tasks such as
Legislative committee, Regional & Spring Conference committee, etc.
- The spring and regional conferences are a must for all board members. You do not need to
pay the conference registration fees, however, you will be required to pay the membership
dues. These conferences need all of us in order to run smoothly and save expenses!
- Our quarterly newsletter is a responsibility for each of us. It is the best way to reach
our membership. Each board member is charged with the responsibility to send in news
articles, training issues, or pictures at least once each year. Encourage squads to submit
articles as you make your squad visits. Examples: disaster drills, new vehicles purchased,
new EMT’s trained, new programs, grants, etc.
- It is the responsibility of each board member to be active at each board meeting but also
to remain active in the association throughout their term.
